Research direction

Reproduce the issue in the reported React 19, Vite, and React Router setup using Microsoft Edge on macOS, first checking the devtools panel and popout behavior. Done means the panel content appears without opening the popup and remains visible after the popup is closed; no minimal reproducible example or source file is provided.
