`cargo-gpu-install` doesn't recompile things when code changes

Description
When using cargo-gpu-install from build.rs, shader is not recompiled on source code changes unless build.rs changes too.
This is essentially a flavor of https://github.com/Rust-GPU/rust-gpu/issues/575, but this time about source code.
