MIssing "Run with PowerShell" in context menu after enabling it

Steps to reproduce

Enable context menu before installing PowerShell-7.4.1-win-x64.msi

Expected behavior

Supposed to see "Run with PowerShell" in the context menu

Actual behavior

There is no "Run with PowerShell" in the context menu
