Invalid reformatting when docker command executed directly from PS

Steps to reproduce

Expected behavior

Unchanged:
docker build --secret id=NUGET_USER,env=NUGET_USER

Actual behavior

A whitespace added:
docker build --secret id=NUGET_USER, env=NUGET_USER
