Rule Idea: Wait-Debugger Warning

Summary of the new feature

Rule that warns if Wait-Debugger is present in a script and that it will cause a "hard stop" of the script. This would provide a safety gate especially for new users as well as a vscode warning if it is still present, if they put it in their code temporarily for troubleshooting and forgot to remove it after.

Pretty simple, just do an AST search for wait-debugger
