feature request for formatting rule to have an empty line after brace

Summary of the new feature
This is a proposal to add additional formatting rule to have an empty line after brace to keep code more readable with OTBS scheme. It's a separate rule comparing to inserting a new line.

Current behaviour:

先找出 PSScriptAnalyzer 中的格式化規則與大括號處理邏輯，然後檢視現有的格式化行為測試。完成的標準是由一個獨立規則在大括號後產生所提議的空白行，且測試涵蓋所示的巢狀 PowerShell 範例。
