feature request for formatting rule to have an empty line after brace

Summary of the new feature
This is a proposal to add additional formatting rule to have an empty line after brace to keep code more readable with OTBS scheme. It's a separate rule comparing to inserting a new line.

Current behaviour:

首先定位 PSScriptAnalyzer 中的格式化规则和大括号处理逻辑，然后查看现有的格式化行为测试。完成的标准是由一个独立规则在大括号后生成所提议的空行，并且测试覆盖所示的嵌套 PowerShell 示例。
