Add a Rename-PSResourceRepository cmdlet

Summary of the new feature / enhancement

Currently the only way to rename a resource repository is to first unregister and then register it again. To make this easier for the user please introduce a Rename-PSResourceRepository.

まず、既存のリソースリポジトリの登録解除および登録用 cmdlet を読みます。issue では、これらが現在の名前変更ワークフローとして示されています。提案されている Rename-PSResourceRepository 構文を追加し、Name、NewName、PassThru、WhatIf、Confirm、およびパイプラインの動作を確認します。ユーザーがリポジトリの登録を手動で解除して再登録することなく名前を変更できれば完了です。
