Add decimal (float) support for ailment effect in config

In the config tab, the "effect of ailment" fields do not allow you to input decimals, restricting you to whole numbers.

Describe the solution you'd like

I'd like to be able to specify a decimal rather than being limited to whole numbers. This is mostly relevant for brittle, but might as well do it for the others too.

Ex: Being able to input 2.6 "effect of brittle" instead of having to round to 2 or 3

Beginne damit, die Verarbeitung der Eingaben für die Ailment-Effekte im config-Tab sowie die von ihr verwendete Validierungs- oder Wertkonvertierungslogik zu lokalisieren. Bestätige, wie die brittle- und anderen Ailment-Felder derzeit Dezimalzahlen ablehnen, und überprüfe anschließend, dass Dezimalwerte wie 2.6 für jedes relevante Feld akzeptiert und beibehalten werden.
