Changes in tiers values when adding a specific mod

Hi,

In the 1.4.170.22 version I spoted 2 stranges things when testing a Hunter wand :

1. The presence of the affixe "60-120% increased Damage when on Full Life" in suffixe list, with 2 tiers (T2 : 60-99%. ; T1: 100-120%). Never saw this mods, before. Maybe it's a 3.13 mod, but not sure, so I will let you check it ;
2. When I was adding the specific suffixe "+# % to Damage over Time Multiplier", then the tiers values of the "# % increased Damage when on Full Life" affixe changes. The values of each tiers just swaped, so T2 was 100-120% and T1 60-99%.

Riprodurre il problema usando il testo di wand fornito in Path of Building versione 1.4.170.22, concentrandosi sui tier del suffisso "Damage when on Full Life" e "Damage over Time Multiplier". Verificare che l’elenco degli affissi e l’ordine dei tier rimangano corretti dopo l’aggiunta del suffisso specifico; il problema è risolto quando entrambe le modifiche segnalate non si verificano più.
