説明
Both @dwertheimer and I would like to have a way of opening the Plugin Settings screen to a particular plugin's setting page.
Example use: both the Reviews and Dashboard have quite a lot of settings. And, crucially for this, they are interactive and so could easily have a button added to open the configuratoin screen, to save users quite a few steps to get to the right screen.
