Provide a React NativeScript based template through the CLI

tns create should be able to use a React NativeScript template to start my project from. The template should be available in the interactive prompt or through the CLI options

An alternative is to start with a React NativeScript template in the Playground, which is also going to be evaluated.

The template to be used is proved by @shirakaba in a dedicated repository.

tns create コマンドから始め、インタラクティブプロンプトと CLI オプションを通じてテンプレートがどのように公開されているかを調べます。期待されるプロジェクト構成を、リンク先の react-nativescript-starter リポジトリにあるスターターテンプレートと比較します。ユーザーが CLI からそのテンプレートを使用して React NativeScript プロジェクトを作成できれば完了です。
