when app is closed and make a change, it doesn't open

Environment
Provide version numbers for the following components (information can be retrieved by running tns info in your project folder or by inspecting the package.json of the project):

• CLI: rc(5.2.0-2019-02-07-12917)
• iOS Runtime:5.1.1

Describe the bug
App is successfully synced but it not loaded

To Reproduce

1. tns create appNG --ng
2. tns run ios --hmr
3. make a change in css file. The change will apply correctly.
4. close the app from device as press home button.
5. make a change again in css file you will see that the app doesn't open but console logs are:
   Refreshing application on device f42eb590ec7ad920c8c0545a308e1a1d2551218b... Successfully synced application org.nativescript.appNG on device f42eb590ec7ad920c8c0545a308e1a1d2551218b.

Expected behavior
the app must open and work correct

まず tns info を実行し、次に tns create appNG --ng と tns run ios --hmr を使って問題を再現します。アプリを開いたまま CSS ファイルを変更し、アプリを閉じてから、もう一度 CSS を変更します。2 回目の変更後に iOS アプリが開いて動作し、同期に成功したという報告だけにとどまらなければ完了です。
