`changelog-check` unnecessarily checks out a new copy of the repo

The `changelog-check` action creates a second copy of the repo being checked, to use as a point of comparison. This seems unnecessary (git can compare across refs, and even show file contents across refs), and makes the script much more difficult to run locally, and makes it slower.

We should update it to operate on a single copy of the repository.
