Add flexibility to the activeTrack on the slider control

Give the developer some flexibility on the activeTrack on the slider control specifically -

Allow the developer to:

1. Fill the full activeTrack range regardless of the thumb position.
2. Disable the activeTrack

I use the slider with a -min and +max with the 0 point in the middle. (It is used in motion control to jog a motor cw or ccw by setting the speed). An additional nice to have would be:

1. activeTrack starts from 0 point to thumb position.
