OpenSSL_jll and undefined symbol: EVP_idea_cbc errors

This is mostly informational but I've given some time to a strange bug between the way py-julia and OpenSSL_jll interact with some versions of the binary libssl.so.

I don't think it's related to the PyCall side but linking my issue here if others need it.

Start with the linked Yggdrasil issue and investigate the reported interaction between py-julia, OpenSSL_jll, and binary libssl.so versions. The issue provides no repository file or test entry point; done would require determining whether the problem belongs in PyCall.jl or the linked dependency, along with a reproducible resolution.
