To go to new lang version of the book... (going to new version)

- New branch needs to be made with branch rules and made default
- All actions have to target a new framework if applicable
- All actions target branches need to be updated.
- All references to a lang version in manuscript proj needs to be updated (such as what determines what tabs to display in a version of the book).
- Update
`.github/workflows/sync-version-branches.yml` targets
- Update branch protections

**Upon Publishing**
- Create tag of release at publish time
- Clear errata on new version branch.

Start by reviewing .github/workflows/sync-version-branches.yml and the repository's branch rules, then inventory the manuscript references and other actions that target version branches. Done means the new version branch is default and protected, workflows and manuscript version references target it, and the publishing checklist covers the release tag and errata reset.
