To go to new lang version of the book... (going to new version)

- New branch needs to be made with branch rules and made default
- All actions have to target a new framework if applicable
- All actions target branches need to be updated.
- All references to a lang version in manuscript proj needs to be updated (such as what determines what tabs to display in a version of the book).
- Update
`.github/workflows/sync-version-branches.yml` targets
- Update branch protections

**Upon Publishing**
- Create tag of release at publish time
- Clear errata on new version branch.
