Move to github actions

`Inseefrlab` org is moving away from travis to github actions.
We can use this as an example : https://github.com/InseeFrLab/onyxia-api/blob/master/.github/workflows/ci.yml

Compare the repository's current Travis configuration with the referenced InseeFrLab/onyxia-api .github/workflows/ci.yml example. Identify the existing build and test commands, then verify that the equivalent GitHub Actions workflow runs successfully and that Travis is no longer required.
