HRPD: RAMAN Spectrometer IOC- Acquire single reading

As an HRPD instrument scientist, I want to use a RAMAN spectrometer to acquire a reading so that I can use the RAMAN spectrometer on my beamline.

Part of [#3354](https://github.com/ISISComputingGroup/IBEX/issues/3354).

The key processes are:

1. Set the length of the integration time.
2. Take a single "dark" spectra reading.
3. Sets the laser power.
4. Tells the spectrometer to "acquire".

The IOC will need:
- Asyn driver to communicate with the spectrometer using the B&W SDK.
- An emulator, not necessarily a Lewis emulator, to test the IOC against.
- An IOC
- An OPI
- New icon

Start by reviewing the RAMAN spectrometer requirements in this issue and the related parent issue #3354. Investigate the B&W SDK interface, then determine the scope of the Asyn driver, emulator, IOC, OPI, and icon; the work is complete when the IOC can perform the four listed acquisition steps and the emulator and OPI support testing.
