Define where macros and other settings should live

As a developer and user I would like some guidance on how to set up macros and other settings on my instrument. Currently there are the following ways that settings are saved:
* Configurations
* Components
* Autosave files
* Globals.txt
* PVsets

The outcomes of this ticket are:
* A meeting to discuss the use cases for each setting
* A document giving guidance for where things currently should be
* Potentially new tickets to clean up how this all works
