Implement process talking to low-level detector modules

Implement as per design decision in [ADR 11](https://isiscomputinggroup.github.io/ibex_developers_manual/specific_iocs/datastreaming/ADRs/011_detector_settings.html).

Start by reading ADR 11, linked from the issue, and trace the process and low-level detector modules it describes. Identify the relevant entry points and existing communication boundaries before implementing the decision. Done means the process communicates with the detector modules as specified by ADR 11.
