Add coverage run github action step

Overview of the feature request

Just as we run tests to be able to deploy the package in GitHub Package Registry, we need to verify that test coverage remains within acceptable limits. The goal is to create the github action / step responsible for this.

まず、リポジトリに既存する GitHub Actions の workflow を調べ、テストと GitHub Package Registry へのデプロイの手順を確認します。現在どのようにカバレッジが生成されているか、またどの制限値を適用すべきかを判断します。workflow がカバレッジを実行し、それが許容範囲内に収まっていることを検証できれば完了です。
