The document panel's control bar overflows and hides elements behind a horiz. scrollbar

I need to design a solution for this situation where the document panel is small enough that it can't show all the elements on the left and right side of the control bar, pushing the rightmost elements out of view behind the not-very-obvious horizontal scrollbar.
