Create new `testing` license type to enable all features

### Description

The new product license types mean that tests need a license that enables all features especially as new features are added which will not be included in the old `enterprise` license level.

Tasks
- define new internal license type
- generate new license with 100+ year life to live in tests (type dev)
- Update code in `forge/ee/lib/index.js` and `forge/ee/routes/index.js` to add section covered by new license type and version
- optional now, update all existing ee tests to use new license
