[DefElement page](https://defelement.org/elements/bernardi-raugel.html); `src/bernardi_raugel.jl` has the `STATUS: BLOCKED` notes.
P1^d plus facet-normal bubbles for Stokes; the bubble DOFs mix vector point evaluations with facet-normal moments whose direction is cell-geometry dependent under the identity map.
Blocked by #2.
