Offline messages for moderation

a copy of the regular offline message command but with a different permission setting (same one that lets you access the !hidden command for example and such.)

the only difference is that this one just relays the message and nothing else.
example use:
`!modofflinemsg Exotic_Retard Next time that happens you get banned.`
qai output in pm next time the user comes online:
`QAI: Next time that happens you get banned.`

also needs to be added to the list of commands that !hidden shows when you use it.
