Generate new projects from the dev-portal

It has been documented in the dev-portal and in the docs for this project that being able to create a new project from the dev-portal will eventually be possible. This could be a method of providing access for publishing new projects under the Organisation namespace (#273) if the integration with the developer portal includes an access token with appropriate (but restricted) permissions.

The issue names no repository files, tests, or entry points. Start by reading the dev-portal and project documentation it references, then map the existing project-generation flow and the proposed restricted access-token integration. Done should include an agreed design for creating projects under the Organisation namespace and documented verification of the permissions behavior.
