Local Resolver Applied, Works, But Queries Still Going to DHCP DNS Server

On the current version on win 10 1903, SDC (running in service mode) applied the local resolver to the connection:

Using Ubuntu (via WSL), I can `dig @127.0.0.1 yahoo.com` and it resolves via the 127.0.0.1.

But if I don't specify the resolver it goes thru the DHCP announced DNS.

In powershell `nslookup` uses the local resolver. **Is there a problem with WSL using this resolver?**
