Major projects cannot be submitted with the same name and repeated skills

Trying to resubmit a project with the same name and skills (a somewhat normal occurrence) fails due to how the creation of skills with MP ids work, which should be reworked so this does not happen.

conditional/blueprints/major_project_submission.py の125-128行目から始め、同じ名前と重複したskillsを持つmajor projectの送信を再現します。major-project IDsを使ってskillsがどのように作成されるかを追跡します。既存のskillsが原因で失敗せずに再送信が成功すれば完了です。
