Failed members no longer display after being remove from the active group

After a freshman who failed 10 weeks, is removed from the active group as part of disabling their account, they no longer appear in the list of intro-evals.
This makes their results almost hidden. It makes sense that they are removed from the Spring Evals list, but they should still be visible on the intro-evals list until at least the point of reapplication
