Conditionals can't be displayed for people without accounts

If we try to give a conditional to someone without an account, the display of conditionals has a key error due to attempting to check against ldap. If the person's conditional does not exist in ldap, it's a freshman account, still show on frontend and handle error

先重現沒有帳戶的人員的條件顯示，並追蹤引發鍵錯誤的 LDAP 查詢。當 LDAP 中缺少的條件（包括新生帳戶）仍顯示在 frontend 上且錯誤得到處理時，工作就完成了。
