Conditionals can't be displayed for people without accounts

If we try to give a conditional to someone without an account, the display of conditionals has a key error due to attempting to check against ldap. If the person's conditional does not exist in ldap, it's a freshman account, still show on frontend and handle error

Start by reproducing the conditional display for a person without an account and trace the LDAP lookup that raises the key error. The work is done when a conditional missing from LDAP, including a freshman account, is still shown on the frontend and the error is handled.
