`StickyHeaderBehavior` in conjuction with `ListView.GroupStyle`: The `GroupStyle` header covers sticky header

Th in conjuction with `ObservableGroup`


### Steps to reproduce

Basically use the example xaml from the _MVVM Toolkit Sample App_, and add the `StickyHeaderBehavior` based on the example in _Windows Community Toolkit Gallery_:

### Expected behavior

The ListView header should cover (higher z-index) than the GroupStyle header.

Tái hiện sự cố bằng XAML của MVVM Toolkit Sample App và ví dụ StickyHeaderBehavior từ Windows Community Toolkit Gallery. Điều tra sự tương tác giữa ListView.Header, ListView.GroupStyle, các tiêu đề nhóm cố định của ItemsStackPanel và SemanticZoom trong WinAppSDK/WinUI 3. Được xem là hoàn tất khi tiêu đề của ListView vẫn nằm về mặt hiển thị phía trên tiêu đề của GroupStyle mà không làm hỏng việc cuộn theo nhóm.
