Build errors when system decimal separator is set to comma

### Describe the bug

The [CommunityToolkit/Windows](https://github.com/CommunityToolkit/Windows/) repo has build errors when the user's system decimal separator is set to ",".

### Steps to reproduce

1. Set your system's decimal separate to "," ->https://answers.microsoft.com/en-us/windows/forum/all/decimal-separator-changes-after-update-to-windows/02aa8cd9-1048-403d-be41-91cfb0dc3830
2. Try to build the CommunityToolkit/Windows repository
3. Observe the build error
