Deploy and develop new CYF website

## I want to do this:

I've built a new website for CYF using Craft CMS with GraphQL. I'd like someone to deploy it and for us to develop it.

## Here’s why I want to do it:

Our current website is pretty hard to develop and use, and it's very limited. I'd like to have some real world work for trainees to do, so they can have the experience of building production quality UI. This site allows them to build in PHP, Twig, React, GraphQL, and almost anything they can imagine, so we can provide opportunities for grads who are going for agency roles to meet PHP in a friendly way that bridges from our course.

I'd also like to extend our website to do more things we need, and this is pretty hard to do in the current format, so this rebuild should enable that.

## Here’s how it serves our goals:

- it's work we need
- it's experience trainees need
- it creates opportunities
- it simplifies access controls so people can access/own a single page on our site, or just their own information, without that being incredibly hard for us to manage

## This is how much time I can put towards this change:

### already done
I have built this site already, super basic, focusing largely on the information design and db structure, with a light style that follows the existing brand
I have shown it to a bunch of people who seem to like it
It then dropped down my priorities and I'm not sure how long it will be before it can make it back up there, see ticket

Once this is deployed and people have access I am happy to
- build any pieces of UI with grads/trainees
- train up a few code owners
- build any janky/tricky bits that need doing (I've built a _lot_ of craft sites)

- I need someone to deploy this in a way that makes sense to everyone and is accessible
