Feature request: notify project stakeholders on update

Would be nice to have notification by email for project members when update is added on project page.

The issue names no files, tests, or entry points. Start by locating the project-page update flow and any existing notification or email handling, then clarify the intended recipients, message content, trigger, and completion criteria before implementation.
