Write a script that converts zip codes to census tracts and vice versa

Find the coordinates for the different zip code polygons and census tract polygons. Write a script that determines if polygons are enclosed within another polygon or overlapping with another polygon. This will help us to classify accessibility and availability and the census tract level on top of our current magnification
