Panic if the version of backup data is higher than the current code version

CodeChain saves the version of tendermint backup data. If the backup data's version is later than the code's version, CodeChain should stop and should not remove the backup data.

保存されたTendermintのバックアップデータのバージョンを読み取り、現在のコードバージョンと比較しているコードを特定します。コードバージョンより高いバックアップバージョンに対するリグレッションテストを追加します。CodeChainがそのバックアップデータを削除せずに停止すれば完了です。
