[client-v2] Implement QBit support for Native Format

### Description

QBit encoding differs in Native format from other binary formats. But We still need to support it.

Start by reading the referenced ClickHouse pull-request diff and then locate the client-v2 Native format encoding path in this repository. The work is done when QBit encoding follows the Native format behavior described in that diff and is supported alongside the other binary formats.
