Allow ctf init configuration from CLI

We should be able to provide a URL and access token directly from `ctf init` without having to request it from the user.

Something like `ctf init --url https://demo.ctfd.io --token token`

Start at the CLI entry point for `ctf init` and inspect how it currently obtains the URL and access token interactively. Run `ctf init --help` and the existing initialization tests, if present. Done means `--url` and `--token` provide those values directly while the current prompt-based behavior remains available when they are omitted.
