Image level annotations

Is it possible/will it be possible to create annotations for the entire image? i.e. tag the entire image?

The issue names no files, tests, or entry points. First clarify the annotation model, supported image formats, and how image-level tags should be stored and displayed. Done would require agreed acceptance criteria for creating, editing, saving, and loading annotations that apply to an entire image.
