REFERENCE APP: Gordian Coordinator

Write bitcoin transaction coordinator reference app focused on:
- [ ] Create a multisig descriptor from multiple singers
- [ ] given that descriptor, find any UTXO via Tor from one of 2 Esploras
- [ ] sign via PSBT crypto request
- [ ] hold/save or send to mempool

Open Questions

- [ ] Do we want to do a CLI version first?
- [ ] Do want to start with [SweepTool](https://github.com/BlockchainCommons/sweeptool-cli)?
- [ ] macOS first?
