make FirebaseCacheManager be more configurable

this is very small change - allow to pass some config parameters to FirebaseCacheManager to not reimplement it to do this

Locate the FirebaseCacheManager entry point and inspect how it is currently configured and instantiated. Define the configurable parameters from the existing behavior, then verify that callers can pass them without reimplementing the manager.
