Integrate Sending Outlook Emails

In order to be able to send emails, we need to be able to send emails through outlook similar to the way that it is done in LSF

The issue names no files, tests, or entry points. Start by locating how email sending is currently handled and compare it with the referenced LSF implementation; clarify the Outlook integration requirements before choosing a scope. Done should mean the agreed Outlook workflow sends emails successfully, with coverage for the supported configuration.
