[Bug]: Missing `dab init` flags to modify the runtime telemetry options

### What happened?

When we use `dab init` we set a default value for the `runtime.telemetry.open-telemetry` parameters, but there is no way to edit those parameters with the `dab init` command. We are also unable to edit any `runtime.telemetry` parameters in general with this CLI command.

Parti dal comando `dab init` e segui come gestisce la configurazione di runtime.
