Bump azure-storage-queue to 12.0.0 and update docs

The `azure-storage-queue` module was bumped to 12.0.0 (from 2.1.0) yesterday ([pypi history](https://pypi.org/project/azure-storage-queue/#history)). The changes are not backwards compatible. This repo should be updated to reflect the new changes. Additionally, most of the documentation and tutorials on doc.microsoft.com is now out of date and there is no reference to which version of the API the tutorial is for. For example, [this tutorial](https://docs.microsoft.com/en-us/azure/storage/queues/storage-python-how-to-use-queue-storage) doesn't reference the version and doesn't work anymore.
