[webpubsub] get live tests working again

Live tests have been failing for a while due to the deletion of the testing resource. I've gone ahead and disabled the pipeline since this has been going on for a while. This issue is to figure out how to test with either a new pre-created resource, or update the testing infrastructure to create resources during tests and clean them up afterwards
