[Feature] Support for reverse propagation of request telemetry tags

Support for reverse propagation of request telemetry tags was added to the host (https://github.com/Azure/azure-functions-host/issues/11397) and is available in the latest release.

Complementary functionality will need to be added to the python worker to support this flow for python customers. The field added in [v1.12.0 ](https://github.com/Azure/azure-functions-language-worker-protobuf/releases/tag/v1.12.0-protofile) of the protobuf can be used to send tags back to the host from the worker.

Start by reading the Python worker's request telemetry handling and the protobuf changes introduced in v1.12.0, then compare the reverse-propagation flow described in Azure Functions host issue 11397. Done means the worker can send request telemetry tags back to the host for Python customers and the behavior is covered by the relevant worker tests.
