[Feature] Support OpenTelemetry Baggage

[OpenTelemetry Baggage](https://opentelemetry.io/docs/concepts/signals/baggage/) propagation support has been added to the host (https://github.com/Azure/azure-functions-host/pull/11598). [Here](https://github.com/Azure/azure-functions-language-worker-protobuf/releases/tag/v1.13.0-protofile) is the protobuf version that supports Baggage.

The java worker should be able to handle Baggage sent from the host and propagate it to the customer.
